Mallory is a Director in the Public Finance section in the Houston office. Her practice involves the representation of real estate developers engaged in both commercial and residential development. Her experience includes the creation and administration of special purpose districts located throughout Texas, particularly the use of special purpose districts to finance development, including: municipal utility districts, water control and improvement districts, fresh water supply districts, and public improvement districts. Mallory represents clients before various governmental entities, including: The Texas Commission on Environmental Quality, The Texas Legislature, cities, counties, and various regional service providers.
