Bob Bruns is Of Counsel in the Cincinnati Office of Coats Rose, P. C.  Bob has over 35 years of experience representing clients as bond counsel, underwriter’s counsel and disclosure counsel on a wide variety of multifamily housing bond financings across the country.  His practice focuses on the structuring and documentation of complex public and private housing finance transactions.

Bob has experience with all of the major multifamily housing bond programs, structures, and credit enhancements, including FHA, GNMA, Fannie Mae, Freddie Mac, letters of credit, bond insurance, Section 8 subsidies, Section 236 Interest Reduction Payments “decoupling” securitizations, Section 11(b) financings and refundings (including “FAF” refundings), and direct purchase structures.

He also provides post issuance services relating to bond issues, including assisting with (a) rating reviews or reinstatements, (b) prepayment and defeasance transactions, (c) bond remarketings, and (d) project sales and transfers.

  • Multifamily housing revenue bond issues rated under the S&P affordable housing program for projects located across the country. These include stand-alone and portfolio financings, projects with and without Section 8 assistance and non-profit and tax credit ownership structures.
  • Collateralized short term bond issues, including those with associated funding involving conventional long term FHA, Fannie Mae, Freddie Mac and USDA Rural Development loans and state and local tax credit sources.
  • Fixed rate and variable rate bond issues credit enhanced by, and direct purchase tax-exempt loans acquired by Freddie Mac and Fannie Mae.
  • Long term bond issues collateralized by GNMA securities issues in connection in connection with and backed by FHA insured mortgage loans under various FHA programs, including 221(d)(3), 221(d)(4), 223(a)(7), 223(f) and 232.
  • Placement and transaction/structuring counsel for taxable and tax-exempt securitizations of Section 236 interest reduction payment (IRP) decoupling securitizations.
