Dowe is an Of Counsel attorney in the Real Estate, Land Use, Government Affairs & Banking section of Coats Rose. For over three decades he has represented the interests of individuals and businesses dealing with governmental, business, real estate, commercial litigation, bankruptcy, sports, and entertainment issues. Dowe’s experience in the governmental relations arena dates back to the beginning of his legal career when he served as Assistant to the Director of Public Affairs and Staff Attorney for the University of Texas System for two legislative sessions from 1976 to 1979. In 1987, his sports law practice expanded when he embarked on a parallel career as an Athlete Agent representing professional athletes.

Dowe has a diverse business background that enables him to better see commercial law issues from the client’s perspective – as business issues, not legal issues. He has served as Director of Business Development for OZZ Research, an Austin multimedia company specializing in corporate presentation and legal re-enactments; partner in consulting entity, EMTEEN, L.L.C., specializing in the development of strategic partners for start-up enterprises; and owner of Worldwide Security Consultants, a Texas corporation specializing in marketing a portable security device. Additionally, Dowe has gained wide experience in the sports marketing field, having developed a football skills event, Air It Out, and a golf short game competition, The Short Game Shootout. He was also listed in The Best Lawyers in America (Municipal Law) in 2007.

Practice Emphasis
As a lobbyist, Dowe represents clients before state and local governments. A significant portion of his practice in this area involves representing owners and developers of real property dealing with land use and governmental affairs issues.

He also has substantial experience with state and municipal contractual and procurement issues on behalf of business clients. Noteworthy accomplishments in this area include assisting a national specialty insurance provider in obtaining government contracts, overseeing procurement issues for a Fortune 200 company regarding airline industry contracts, and serving as a liaison between development and national corporate clients and the local and state transportation entities regarding access issues.
