The engines of growth are always turning, building our society, our cities and our economies. The public sector enables and supports that growth, and that’s why Coats Rose has made the public sector a specialty of our practice.
We take great pride in the depth and diversity of our practice in public finance. The highly experienced attorneys of Coats Rose bring forward momentum to cities and other public entities seeking to expand or improve development or service. We do this by providing counsel across the full range of critical issues, anticipating obstacles, and finding resolution.
In conjunction with the Firm's real estate practice, our attorneys create and represent special districts used for the financing, construction and operation of public infrastructure to serve land development projects throughout the State. In fact, the Firm currently represents more than 120 special-purpose districts throughout Texas.
Coats Rose acts as bond counsel, disclosure counsel and underwriter's counsel for public sector clients on a regular basis. We are very proud to say that our attorneys have provided the requisite legal opinions for the sale of over $3,000,000,000 in tax-exempt bonds, issued to finance public infrastructure on behalf of our special district clients, school districts and cities.
- Representation of special-purpose districts, such as municipal utility districts, water control and improvement districts, fresh water supply districts, levee improvement districts, road utility districts, public improvement districts, water supply corporations and tax-increment reinvestment zones
- Representation of clients before administrative agencies such as the Texas Commission on Environmental Quality (TCEQ), and the Texas Water Development Board
