Toni is a Director in the Affordable Housing and Governmental Relations sections of the firm and specializes in the areas of affordable housing financing and community development law.  Her client representation includes for profit and non-profit developers and housing authorities throughout Texas and Louisiana. 

Toni also works with non-profit organizations in the development of affordable elderly housing and has been an advocate of affordable housing and homeownership, serving on several community tasks forces, including the boards of Houston Habitat for Humanity and Texas Interfaith Housing Corporation.  She also frequently serves as a speaker and guest lecturer in the areas of affordable housing and community development law.


Practice Emphasis

Toni works with numerous developers in their partnerships with non-profit organizations toward the revitalization of neighborhoods and creation of affordable housing.  She has particular expertise in mixed-finance transactions and other affordable housing financing programs; principally FHA insured transactions, HUD public housing programs, tax credits and bonds.
Toni has also coordinated with various housing authorities to successfully lead the redevelopment of public housing units through the implementation of HOPE VI funds, capital funds financing and replacement housing factor funds.  Her public housing clients include:  the Houston Housing Authority, the Housing Authority of the City of Texarkana, the Beaumont Housing Authority and the Housing Authority of the City of El Paso.
 
In the area of governmental relations, Toni serves as a lobbyist and governmental liaison on municipal, county and statewide matters particularly in the areas of affordable housing, construction, specialized financing tools and other real estate issues and concerns.  She has also been involved in the creation and representation of Tax Increment Reinvestment Zones (TIRZs) in Houston.
