Litigation

Val is a Director at Coats Rose, with more than twenty years of experience in municipal and legislative representation and in related litigation. He has represented clients on all levels of the state and federal courts, and also before the Texas Legislature and a number of Texas municipalities and administrative agencies. A graduate of Harvard Law School, Val has also appeared in matters before the Supreme Court of Texas and the United States Supreme Court.

Practice Emphasis
As a lobbyist, Val has represented clients before the Texas Legislature in business, construction, health care, real estate, housing, special district creation and other issues since 1981, as well as in administrative matters and in administrative hearings before state agencies, Houston area city councils and school district boards.

Val has extensive litigation experience in general and commercial litigation, real estate, construction, environmental, zoning and public liability law. As a municipal lawyer, Val has represented Houston area municipalities on a full time basis and in matters of individual case representation since 1980.
