In 2016, Coats Rose attorneys, Director Timothy Green and Associate Mallory Craig, represented the City of Montgomery, Texas in the creation of the City of Montgomery Public Improvement District No. 1 (“PID”). The PID has adopted assessments and is reimbursing, on a “cash flow basis,” the developer for certain water, sewer, drainage and roads that serve a commercial project within the City limits.
Tim Green specializes in public finance throughout Texas, including particularly the creation of special purpose districts. He has been involved in the development of thousands of acres of land for residential and commercial purposes, and the issuance of over $8.5 billion of tax-exempt bonds for the financing of public infrastructure.
Mallory Craig provides legal counsel for special purpose districts, with a focus on community development and growth. Her practice is focused on the creation of special purpose districts, statutory and regulatory interpretation, governmental relations, and administration of special districts.
