Paige Mebane serves as a Director in the Affordable Housing and Community Development practice group of our Dallas office. She provides guidance to both public and private sector clients through the complexities of developing affordable and workforce housing. With extensive experience in public-private partnerships, Paige works across various housing formats, such as senior and multifamily projects, as well as developments utilizing 4% and 9% low-income housing tax credits. She is also well-versed in housing finance corporation and public facility corporation transactions. In addition, Paige supports housing authority clients with strategies for repositioning, including Rental Assistance Demonstration (RAD), Section 18, and Section 22 conversions, while also addressing regulatory issues and local government law matters.
Cole Konopka is a Director in the Public Finance section at the Austin office, where he concentrates on local government, real estate, and public finance law. He serves as both general counsel and bond counsel for special purpose districts in the Houston and Austin areas and plays a key role in the creation of special districts across Texas through the Texas Legislature and the Texas Commission on Environmental Quality (TCEQ). In addition to his work with special districts, Cole represents clients before various administrative agencies, including the TCEQ, the Texas Water Development Board, and local governments. He also collaborates with the Government Relations section to draft creation bills and assist clients throughout the legislative session.
Josh Bethke, Of Counsel, in our Dallas office, provides services in Public Finance and Real Estate law with a focus on the creation and management of special purpose districts across Texas, particularly in the Dallas/Fort Worth area. He represents clients before a range of governmental bodies, including the Texas Commission on Environmental Quality, local cities and counties, and regional service providers. Josh earned his Bachelor of Arts in Psychology and a Minor in Business Administration from the University of Texas at Austin in 2014, where he was also a member of Sigma Alpha Mu.
Victor Cristales is Of Counsel in the Public Finance practice at the firm’s Dallas office, where he concentrates on Public Finance and Real Estate law which includes the creation and management of special purpose districts throughout Texas, with a particular focus on the Dallas/Fort Worth area. Victor represents clients before a variety of governmental entities, including the Texas Commission on Environmental Quality, local cities and counties, as well as regional service providers.
William Yale, III is Of Counsel in the Public Finance section at the Houston office of Coats Rose. During law school, he gained valuable experience clerking for Judge Jeff Shadwick in the 55th Civil Court and the First Court of Appeals of Texas. Will was recognized for his advocacy skills with the Outstanding Oral Advocate award in Lawyering Skills and competed in the McLennon Moot Court Honors Competition.
In 2025, Coats Rose continued its strategic growth, adding attorneys to the firm in Houston, Austin, and Dallas offices focused on one or more key areas for the firm: real estate development, acquisition, and financing, land development and financing, the creation and management of special purpose districts in Texas, and affordable housing and community development across the US.
