Andrea is an Associate in the Affordable Housing and Community Development section of Coats Rose, and her work is concentrated primarily in affordable housing. She has worked on affordable housing developments utilizing the Low Income Housing Tax Credits, Tax Credit Assistance Program and the Exchange program, representing both for-profit and non-profit developers. Ms. Steel has done extensive research related to the Neighborhood Stabilization Program and other stimulus grants as created by the American Recovery and Reinvestment Act of 2009 (“ARRA”).
She represents several public housing authorities and also has experience working with Tax Increment Reinvestment Zones. Ms. Steel also has experience closing transactions that include HUD funds and/or HUD-insured mortgages, including mixed-finance transactions, as well as those involving Section 8 financing, 221(d)(4) FHA mortgages and CDBG Disaster Recovery Funds. She also has assisted in closing transactions in Louisiana, funded in part with GO Zone tax credits and CDBG funds.
Andrea joined Coats Rose in 2010 after clerking with the firm since 2009. She received her Juris Doctorate from the University of Houston Law Center in 2009, and graduated from the University of Maryland with a Bachelor of Arts in Criminal Justice and Sociology in 2002.During her time at the University of Houston Law Center, she served as an Articles Editor for the Houston Business & Tax Law Journal, and was a recipient of the Lex Award for Scholastic Excellence in Practice Skills. Andrea’s academic achievement also earned her a membership in the Order of the Barons Scholastic Honor Society.
While earning her law degree, she served as an intern for Justice John S. Anderson of the 14th Court of Appeals, an extern for the Center for Children, Law, and Policy, and participated in the Law Center’s Civil Practice Clinic. Andrea’s professional experience includes serving as a Community Supervision Officer in Washington, D.C. and a Court Liaison Officer in Harris County.
