Mindy is a Director in the Public Finance and Real Estate sections in Dallas. She represents real estate developers engaged in both commercial and residential development in the creation and administration of special purpose districts, including: municipal utility districts, municipal management districts, tax increment financing zones, and public improvement districts, located throughout Texas. Mindy represents clients before various governmental entities, including: the Texas Commission on Environmental Quality (TCEQ), the Texas Legislature, cities, counties, and various regional service providers. Through the 2021 Texas legislative session, Mindy created 19 special purpose districts, and she is currently in the process of creating 10 districts through the TCEQ.
Mindy currently serves on Place 5 of the Celina City Council and is the Vice President of the Celina Economic Development Corporation. She is a member of the American Bar Association, State Bar of Texas, the Dallas Bar Association and the Dallas Builder’s Association.
