Coats Rose Welcomes Six Attorneys to the Firm

HOUSTON – July 1, 2019 – Coats Rose, P.C. announces the addition of six attorneys to the firm’s Houston, Dallas, New Orleans and Austin offices as the firm expanded its affordable housing and community development, public finance, real estate and construction practices. Megan C. Riess, director, and Christopher Wootten, of counsel, both joined the affordable housing and community development practice in the firm’s New Orleans office.  Racy L. Haddad, director, joined the real estate practice in Austin.  Steven Hamren, associate, joined the construction and surety practice in Houston.  Samuel Spiers, associate, and Robert Daake, of counsel, both joined the public finance practice in the firm’s Houston and Dallas offices, respectively

Riess is a director in the affordable housing and community development practice.  Her practice focuses on commercial finance, real estate finance, public finance, corporate finance, and corporate transactions.  She has represented clients in numerous commercial transactions utilizing a variety of economic development financing incentives, including state and federal new markets tax credits, state and federal historic rehabilitation tax credits, low-income housing tax credits, opportunity zone investments, Louisiana film tax credits, Louisiana angel investor tax credits, state and federal renewable energy tax credits and grants, community development block grants, HUD-insured loans, tax credit bridge loans, and tax credit bonds.

Wootten is of counsel in the affordable housing and community development practice in the New Orleans Office.  His practice focuses on commercial finance, government incentives, public private partnerships and real estate development.  He has extensive experience closing and advising on projects involving a range of government incentives, including historic tax credits, new markets tax credits, low-income housing tax credits, Property Assessed Clean Energy (PACE) financing, tax credit bridge loans and HUD supported projects.

Haddad is a director in the real estate practice in the firm’s Austin office.  She has more than 25 years of experience in the real estate industry, with a diverse real estate and litigation practice that includes complex cases involving commercial and residential acquisitions, development, leasing, real estate brokerage, real estate finance, title issues, disposition of property, and construction law. She has a strong background in real estate law and litigation, with board experience in real estate contract negotiation, complex development projects, real estate litigation, brokerage disputes and extensive title work. Racy is a former real estate licensee with the Texas Real Estate Commission (TREC) and has been an approved TREC Mandatory Continuing Education (MCE) Instructor in the area of Real Estate Marketing and Legal and Real Estate Ethics. She has also been a participant in the Texas Land Title School and has been a licensed Escrow Officer with the Texas Department of Insurance. Prior to joining Coats Rose, Racy was the founding partner of Haddad Legal Group.

Hamren is an associate in the Construction and Surety Law Section in the Houston office.  He has extensive discovery experience and has handled review assignments related to 2nd requests and Civil Investigation Demands issued by the U.S. Department of Justice and the Federal Communications Committee.  Hamren has handled issues related to FERC, the Texas Prompt Pay/Public Information Acts, antitrust, oil and gas production, shareholder litigation, toxic torts, and wrongful death.

Spiers has a practice is focused on the creation of special purpose districts, statutory and regulatory interpretation, governmental relations, and administration of special districts.  He has experience in representing clients through corporate reorganizations and restructurings, creditors’ rights, and trustee representation.

Daake has a practice focused on public finance, real estate law and construction law.  His practice includes the creation and administration of special purpose districts throughout Texas, particularly in the Dallas/Fort Worth area.  Daake represents the development community in all facets of creating exceptional residential and commercial projects, including representing clients before various governmental entities, including: Texas Commission on Environmental Quality, municipalities, counties, and various regional service providers. .  Prior to joining the Firm, Daake served in a number of executive roles for a local, rapidly growing municipality primarily focused on land development issues. Additionally, he practiced civil engineering for 18 years for a variety of public and private clients and retains his licensure as a Texas Professional Engineer.
